Device does not pull an ip after power down or restart. Has happened with multiple installations on multiple hardware.

You didn’t mention what hardware you are running, or if you are using a wired or wireless internet connection.
For wired connections, look at the router and see if it shows a connection on the appropriate port. Then check to see if the router has issued an IP address. Also, see if your hotspot is set for DHCP or for a static IP address.
For wireless connections there are a few things to check:
Check your router to see if the MMDVM device is connected, if it isn’t, then there is a problem with your wi-fi setup.
Check your phone or computer to see if the MMDVMs Access Point (AP) mode has been enabled…this would also be an indication of a wi-fi setup issue.
If you are connected to the router and still not getting an IP address, look at the device and see if it is set for DHCP or STATIC IP addresses. If you are set for static IP addresses, make sure the IP address is in the same range as your router. This means the first three elements of the IP address need to be the same on the router as the MMDVM device.
